Join Tables

Sorry if this is repetitive but can't seem to get this down.

 

Have a table called contacts. With First and Last Name fields.

Also have a table called Locations.

 

Trying to make a portal: each location can have a contact assocoiated with it. That is a simple lookup to me. But I need a portal so I can have more than one contact associated with each location.

 

I need the portal to be a drop down list. I think I'm having trouble between the value list lookup and the join table and so forth.
