Filemaker Server 8 console not showing - backup problem

I had to move my Filemaker 8 Server to a WIndows 7 PC from Windows XP. When I start Filemaker Server Admin I get an error: "MMC could not create the snap-in". Because of this I cannot access the console.

I had hourly backups while the application was running and it was working through the Filemaker Server's console (under Windows XP) but now I cannot access it under WIndows 7.  The limited info I found on the Internet is that it is a "known issue" with Filemaler Server 8.  An upgrade is not an option for me.

Is there any solution to solve this issue?  I would appreciate any option which would allow me to run automatic backups. Would I have to make a script for this or is there a way to recreate the access to the console?

I tried to write a script which would automatically run every hour but I failed.
