Field-specific security level?

Hi, I'm finding this requirement to be challenging:-

Say there are three fields in the same table;

If Field 1 has "Final" entered, then I want a privilege set of users to be able to edit Field 2 but not Field 1 or Field 3.

If Field 1 is not "Final", then the users can edit any Field.

Seems like it should be simple enough, but I have not come up with a solution.

See if the attached example helps. The restricted user name is Super (no password) and the unrestricted user is Admin (also no password). Hold the Option key down while opening the file to switch between one and the other.
