I want to upgrade my customer form by adding a feature, when some one selects a state, the city file will display a list of all the cities in the selected state. Should I use CASE or IF to achieve what I want?

Use a conditional value list. This is a value list of all city-state combinations is based upon a table inside your database that you populate with city-state combinations. Once the user selects the state, then the value list only shows the cities that are in that selected state.
