There is an undocumented--meaning FM didn't specify this change in any document that I've read--change in the layout of Specify Fields for Value List with an additional option. The "re-sort values based on: language" is new. It does appear in the help guide under number 10 under "Contents > Editing objects on layouts > Formatting and setting up field objects in Layout mode > Defining a value list for data entry."
